    WeHo is known for its firsts. The first city in the United States to ban the retail sale of wearable fur. The first municipality in which the majority of its city council members were lesbian or gay. And now, the first city in Greater Los Angeles to sell recreational marijuana. First at least for a day.

    Two of West Hollywood’s four medical marijuana dispensaries will be selling cannabis for fun beginning Tuesday — no doctor’s prescription required, but you must be at least 21. That will explain the lines you are likely to see on Santa Monica Boulevard the day after New Year’s Day.

    The two are MedMen, 8208 Santa Monica Blvd. near Havenhurst Drive, and Alternative Herbal Health Services, 7828 Santa Monica Blvd., near North Orange Grove Avenue.

    The West Hollywood City Council tonight gave its final approval to an ordinance that would permit the sale, consumption and delivery of recreational marijuana and to a fee schedule that would require a payment of nearly $10,000 for those applying for both recreational and medicinal marijuana sales and consumption licenses.

    Tonight’s approval positions the city to begin accepting applications in January for eight cannabis retail sales licenses, eight medical dispensary licenses, eight licenses for cannabis smoking lounges attached to cannabis stores and eight licenses for lounges attached to cannabis stores where cannabis-laced candies, brownies and other food can be consumed.

    The West Hollywood City Council won’t take a final vote until Monday on an ordinance that would allow the sale of recreational marijuana in WeHo. However that hasn’t stopped the Standard Hollywood hotel (which, despite the name, is in West Hollywood) and Lord Jones, a maker of cannabis products, from announcing the opening of a retail cannabis shop in the hotel’s lobby early next year.

    The announcement, first reported in the Los Angeles Times, quotes Robert Rosenheck, founder of Lord Jones, as saying the 300-square-foot will be just to the right of the hotel’s main entrance at 8300 Sunset Blvd. near Sweetzer.

    The West Hollywood City Council last night gave its initial okay to an ordinance that would permit the city to grant up to eight licenses to recreational marijuana stores, eight to medical marijuana dispensaries, eight to lounges offering edible marijuana products, eight to lounges also allowing the smoking or “vaping” of marijuana and eight to locally based delivery services.

    The decision came after a lengthy discussion during which Council members debated whether a City Hall proposal to grant up to eight licenses in each of five categories would mean too many marijuana businesses in WeHo.     The City of West Hollywood is co-sponsoring a cannabis education forum on Saturday that will give community members an opportunity to discuss the impacts of legalization of marijuana, the current state of the industry, and the real-world application of cannabis and hemp use.

    This event will feature panelists and speakers from the medical and legal fields and from businesses. Participants will offer their first-hand experiences regarding medical use in an array of areas, such as for adults and children with special needs, and in hemp industrialization for fuel and materials. Panelists also will discuss legal education, criminal justice issues and innovative opportunities.

    West Hollywood would be home to as many as 14 marijuana-related businesses generating at least $300,000 in tax revenue under a plan that came before the City Council last night.

    The Council, responding to the statewide legalization of recreational marijuana sales beginning Jan. 1, 2018, has until that date to establish city regulations for such sales. Otherwise statewide regulations would govern the business locally. The city currently is home to four medical marijuana dispensaries, which by law can only dispense cannabis products to those 18 and older who have doctor’s prescription. However, given that in Los Angeles such prescriptions are easy to obtain with a fee but without a doctor visit, recreational sales already are common.

    The third annual Cannabis Education Forum will be held on Aug. 26 at the West Hollywood City Council Chambers.

    The annual forum is intended to bring together cannabis enthusiasts, advocates and professionals to discuss obstacles and opportunities for industry growth in a political and social context. This year’s forum also will focus on the implementation of Proposition 64’s legalization of recreational use of cannabis in West Hollywood.     West Hollywood City Council members soon may be flying high on city business. The Council on Monday will consider authorizing the payment for or reimbursement of expenses that Council members incur while traveling to cannabis manufacturing, testing and retail locations and to meet with experts in the cannabis industry in Colorado and elsewhere.

    West Hollywood currently is studying ways it could regulate the manufacture, sale and use of recreational marijuana. Such uses were approved with the passage in 2016 of Proposition 64, which legalizes recreational marijuana use beginning Jan. 1, 2018. Last month the Council held a special session with experts on the matter and how it is dealt with in states such as Colorado, where recreational marijuana use became legal in January 2014.

    Could it be that West Hollywood residents have an exceptional aversion to tobacco smoke? Or are we trying to imbibe cannabis in public, without getting busted? Or are we just unable to stop tweeting?

    The answers to those questions aren’t clear. But a ranking by VaporFi lists West Hollywood as third in the nation when it comes to tweeting about vaping, which is inhaling an aerosol that may contain nicotine or cannabis from a handheld electronic device that often looks like a cigarette. VaporFi is an online vendor of vaping equipment and supplies whose products also are sold in stores.

    The West Hollywood City Council will devote most of its Monday meeting to a study session regarding the regulation of cannabis sales in the city.

    The session will include several experts who can respond to questions from council members about regulations in other places and other issues. They are Amanda Ostrowitz of CannaRegs, Trent Woloveck of TGS Management and Ginny Sawyer of the City of Fort Collins, all from Colorado, a state that legalized recreational use of cannabis early on, and Cat Packer of the California Drug Policy Alliance and Julia Sylva, an attorney for both cities and cannabis operators in California.

    The meeting, which will take place in the City Council Chambers at 625 N. San Vicente Blvd., will begin at 5 p.m. rather than the traditional time of 6:30 p.m. As usual, there will be a period for public comment….
